If they have been granted permanent legal resident status, rather than just guest workers, I can't see the point in not granting citizenship. It's a compromise without a point, just a posture to take to seem like it's not amnesty. I don't think many people really buy it. If a person is concerned about illegal immigrants, it wouldn't matter that they are not citizens because to them they are still there coming apart from the legal channels, competing for jobs.
