to be fair, it's not really O'Malley's fault
in the last analysis, it's all a consequence of what the War on Drugs and the prison-industrial complex have done to policing. you need two contradictory things: a) bodies to lock up while b) showing a decreased crime rate. once you get the "real criminals" behind bars you have to start to cannibalize entire communities. such is why the police are rightly viewed as an occupying army in the ghettoes - and increasingly, they dress the part.
