about his 2 terms as Mayor of Baltimore.

search "O'Malley" and you'll find the relevant parts.  he totally cooked the stats, discourages people from reporting robberies and even rapes, and though the murder rate went down significantly, the 'clearance rate' on murders went from 75% to 48%.  

and plenty of other things about the horrors of policing, and the smartphone as a revolutionary tool that can put some teeth back into the 4th Amendment.

to be fair, it's not really O'Malley's fault in the last analysis, it's all a consequence of what the War on Drugs and the prison-industrial complex have done to policing.  you need two contradictory things: a) bodies to lock up while b) showing a decreased crime rate.  once you get the "real criminals" behind bars you have to start to cannibalize entire communities.  such is why the police are rightly viewed as an occupying army in the ghettoes - and increasingly, they dress the part.
