So let's say 9/11 doesn't happen for some reason. Either the attack is uncovered by the FBI/CIA or it simply in this alternative timeline just doesn't happen. History otherwise is the same as in real life, the only difference is 9/11 doesn't happen. What ensues during a George W. Bush presidency in which 9/11 doesn't happen?

Similar fashion as it is now; Dems hold onto Senate, while R's maintained the House.

Donald Rumsfeld doesnt continue to serve as SOD. And Edwards, not Kerry def Dubya in 2004 and hold onto senate.

Al-Qaeda continues attempting to attack the United States. One set-back won't change the strategy. We still almost certainly invade Afghanistan and Iraq, though each is delayed a year or two, which could net Bush an even bigger victory in 2004. The economy still collapses by 2008, a Democrat wins, and we start the withdrawal process. This probably doesn't effect the timing of the Arab Spring, which was driven more demography, food and fuel shortages, bad governance, and the proliferation of social media (IMO).

Bush ends up being seen as the second coming of Warren G Harding with more focus on domestic issues and ENRON. Also trade policy and a continuation of the anti globalization movement ends up being the focus of the left. Dick Gephardt is probably the Democratic nominee in 04 as Howard Dean has nothing distinguishing about him without Tue Iraq War and the party never coaleses around Kerry as an alternative.
