Based on the ties from the average results table.

Currently, in the average ranking of the presidents, Hoover and Nixon are tied for 31st. Who is #32 and who is #31?

Then next one is going to be Calvin Coolidge vs. James Garfield.

Hoover was a decent person who existed in a time before people understood central banking and demand-side economics.

Nixon was the LBJ of the Republican Party, except Nixon was far more competent, which also made him overconfident and prone to political skullduggery on a massive scale.

Hoover easily

1. Though both had acceptable economic plans compared to what exists now, Hoover's made way for the New Deal.

Nixon's caused recession.

2. No bullets were fired and no wars were declared under Hoover (unless there's something I missed), and unlike Carter, there was never a situation where those views seemed horrible and thus cockamamie neocon ideas were tacked.

In short Hoover masterminded America's best foreign policy (not quite perfect sadly)

Nixon escalated Vietnam for his own gain, carpet-bombed Cambodia and Laos, and sent back relations with India. Reading his tapes, one can see that his presidency was all about America the Empire...there really hasn't been another president so blatantly imperialist.

At least the other non Carter-Hoover presidents did the things they did because of either pressures or sincere ideology, but Nixon had the perfect opportunity to have a peacetime presidency...and he squandered it.

3. Hoover was admirable as a person, Nixon's....Nixon.

Hoover had an admirable pre-presidential career and likely would be remembered as at least a decent chief executive had he been elected at any other time in our history. Nixon, on the other hand, caused more damage than any president before or since in terms of public trust in their elected officials.

Hoover, easily. He was actually a decent person and did some admirable work outside of his Presidency.
