Thank you Mr. Speaker.

This bill is very similar to what used to be a Federal law, with the difference that is gives a softer penalty.

While I'm personally pro-life, I also understand most of the arguments from people who prefer to keep it as a woman's choice issue. However, I also think (and I think most of us will agree on this) that we should seek to protect as many fetuses as we can. Late-term abortions are a very risky procedure, and at the 28th week of perception, the baby already has more than 90% of chances of living outside the mother. This is why I think that, if we restrict them only to the very special cases that are mentioned in this bill, we'd be doing a very smart and sensible aproach to the issue that benefits everyone involved.

The adoption grants are also meant to touch this issue BTW. That, of course, will be discussed at its own moment.

Yeah, I'll be vetoing this on the grounds that this is a word-for-word version of a bill that was recently struck down by the Supreme Court.

Allow me to quote the same Supreme Court decision you just referred to, Governor:

We are, however, willing to be unreformed theists on this point. As the former Justice Spade wrote in Junkie v. Atlasia -

We see no compelling rationale for overturning this precedent. It seems to evident to us that, if abortion is to be legal in Atlasia, and as mentioned in the analysis of the 'implicit definition of life' argument presented by the Attorney General, such a discussion is outside the remit of this particular case, then the regions, and the regions alone, must possess the constitutional power to legislate on this procedure.

The Supreme Court decision clearly states that it is the regions that keep the power to legislate on the issue of abortion. So such constitutional issue simply doesn't exist.

I think there has to be a cut off somewhere - 28 weeks sounds reasonable.

How does this compare to other regional laws?

Until recently, the Mideast would establish the 16th week as the limit, with less exceptions and harsher punishments. But they got that repealed. They will come up with a compromise soon, I believe.
