Harris went Republican in '04.

Even though Houston probably went Democratic...

Presumably, but then so did the old (pre-'68) city of Jacksonville. If you're going strictly by municipal boundaries, then yes, Jacksonville would be the largest, but it's very much an apples-to-oranges comparison because Jax ate all of its suburbs.
