My state just has nine, but of those, Innsbruck Stadt is far and away the best (and only one to actually do some stuff)

Let's take all of Austria's ~95 counties to determine my top five, though:

Innsbruck-Stadt
Graz-Stadt
either Deutschlandsberg or Leibnitz - I love Southern Styria
Imst (home, also far and away the best mountains and ski resorts)
Bregenz (nice town, I love Lake Constance, plus my sister is about to move there)
