The last transparent country to host the FIFA World Cup was Germany in 2006.

After that, maybe only in 2026

Here you can see the former president of the Brazilian Soccer Confederation (FA) stealing a medal while he was giving the medals to the winner of naan under-20 championship, in 2012.
Of course he was arrested this week because of much worse crimes, but this image has a great simbolic value about his person.
