He's not underrated, he's just unfairly maligned. Carter was indecisive, slow-to-act, and generally favored half-measures and compromises, but he was not a bad president all things considered.

Imagine what would happen if Obama went on television and politely explained to the American people that their freedoms are not derived from an abundance of cheap stuff to consjme. Yeah, Carter had the nerve to tell a population being beaten around by insane levels of inflation and unemployment that it 'consumed too much.' What a brave man, sitting in his taxpayer-funded mansion, with his legions of servants, and his personal airplane (paid for by the American people, etc)

Yes, he was the only president honest enough to admit that the American people are decadent, apathetic, and wasteful.  He cared more about ensuring Americans peace and a better future without resorting to violence than anyone else who held this post.
