A better Secretary of State than a President, and that was back in the day when the Secretary of State had enough other stuff besides foreign affairs in his remit to effectively make the post Deputy President.

Three stars, he had some very interesting ideas but not the people skills to pull them off. His Presidency was kneecapped from the start by the shady way he took office.
