Walker will apparently be filing paperwork with the FEC to become an official candidate today.  However, he apparently isn't going to "announce" his candidacy until July 13th:

The reason its taking so long for the budget to get passed is Walker has been out of the state so much this year and he hasn't been able to guide his own party through the budget/legislative process like he has in past cycles.

It may be a lawyer thing. There were people saying that Jeb Bush passed the point of being a candidate legally long before he actually announced based on this rule about passing the $5000 spent and/or received level.

Walker is a mess in many ways but he'll probably get as big an announcement bump as anyone, specifically in Iowa where he'll grow his already comfortable lead. Which isn't to say he won't crumble in the first debate.
