This question is inspired by debates about whether Obama is a centrist: On what topics is he more conservative than President Bill Clinton?

So, the main argument is that Obama's worse/ more conservative on civil liberties.

Is this due to a difference in Presidents, or is it inevitable for a Post-September 11 President? If Bill Clinton were elected President in 2008, would he have done this differently?
