Actually, he was remarkably non-racist by 19th century standards and seems to have been sincere about reforming the South.  He also nearly single-handedly won the Civil War.

His intentions were far overshadowed by his incompetence and permissive attitude towards corruption , and just plain no to 'single-handedly' winning the war.
