Greetings all, I have been inundated with requests to reform various aspects of our unfair taxation and wealth distribution system.  It is with great pleasure that I unveil the first of many proposals that, subject to citizen feedback, I will be enacting into law shortly as functional Council & Governor.



Taxation Reform and Guaranteed Minimum Income Act of 2015

1. All residents of the Pacific shall be provided with a guaranteed annual income of $15,900.
a. Eligibility for this payment is dependent on the recipient earning less than this amount throughout the fiscal year.  Any amount they do earn shall be subtracted from their income payment.

2. All residents of and employees within the Pacific may not earn an annual income greater than $49,500.
a. For the purposes of this law, 'income' is defined to also include any earnings incurred from investments and interest.

3. All income earned below $15,900 shall not be taxed.
a. Income earned past $15,901 up to the point of $21,900 shall be taxed at a rate of 3.5%.
b. Income earned past $21,901 up to the point of $30,000 shall be taxed at a rate of 6%.
c. Income earned past $30,001 up to the point of $37,500 shall be taxed at a rate of 15%.
d. Income earned past $37,501 up to the point of $45,000 shall be taxed at a rate of 25%.
e. Income earned past $45,001 up to the point of $49,500 shall be taxed at a rate of 45%.
f. All income earned past $49,501 shall be subject to confiscation.

4. A general sales tax of 2.5% shall be implemented.
a. The following items shall be exempt from the general sales tax: groceries (limited to food unless otherwise specified, toilet paper, soap, medication, condoms, sunscreen, toothpaste, tampons, and diapers), books, underwear, socks, and public transportation fares.
b. An additional public health tax will be applied on top of the 2.5% general sales tax for certain items as follows:
    (i) Alcohol - 35%
    (ii) Tobacco - 75%
    (iii) Cannabis - 35%
    (iv) Hallucinogens - 35%
    (v) Other Decriminalised Psychoactives - 40%
    (vi) Soft Drinks - 50%
c. An additional public safety tax will be applied on top of the 2.5% general sales tax for certain items as follows:
    (i) Firearms - 50%
    (ii) Ammunition - 80%
    (iii) Low-potency explosives - 80%
d. An additional environmental protection tax will be applied on top of the 2.5% general sales tax for certain items as follows:
    (i) Gasoline - 40%
    (ii) Coal-powered Energy - 65%
    (iii) Bottled water - 75%
e. An additional workers' protection tax will be applied on top of the 2.5% general sales tax for certain transactions as follows:
    (i) Sexual services, prostitution, and pornography - 75%
    (ii) Restaurants - 15%
    (iii) Service of alcohol (any purchase of alcohol to be consumed in public) - 15%

Thank you, BK, and it is my pleasure to announce that after substantial citizen feedback I am prepared to pass and sign this emergency measure into law.

x Ebowed on Taxation Reform and Guaranteed Minimum Income Act of 2015.  Our Constitution guarantees the rights of all Pacificans to life, liberty, and the pursuit of happiness.  Unless we take steps to equalize the playing field, it will never be anything more than a dream for the poorest of those among us to succeed.  Today we make small progress in ensuring that all of us have access to a fair, reliable, and equitable income.  While there is much further work to be done, today we can take pride in our accomplishments as a Region.

Citizens of the Pacific, it is with great sadness that I must announce that a warrant is now in effect for the arrest of Mr. Simfan34, for treason and criminally abusive neglect of office.  Only through recognizing the legitimacy of the shortly to be elected new Governor and Council will we be able to heal as quickly as possible in this time of the Pacific's dire confusion and need.

Thanks for your attention and please stay tuned for further legislative proposals from the emergency Council.

I'm sorry, I'm not entirely sure what your question is.  It is now illegal to earn more than $49,500 annually in the Pacific region.

I'm sorry, I'm not entirely sure what your question is.  It is now illegal to earn more than $49,500 annually in the Pacific region.

Which is unconstitutional and impractical.  If a landlord makes more than $49,500 in rental income, he makes more than $49,500 in rental income.  Ditto for investment income.  Ditto for someone who holds two jobs, getting paid the alleged maximum in both.  The federal government will tax the amount of income he actually received, not whatever the Pacific decrees he should have received.

Suppose someone sells their house for $500,000 while holding a job making $49,500.  He would have $549,500 in income for federal purposes, and would have to pay tax on that amount.  But the Pacific is stealing $500,000 from him.  How can he pay his federal tax bill?

It's too bad I'm not the GM.  Stupid laws like this would have real-world consequences.  The economy of the Pacific would crater as smart people move out of the region.  Silicon Valley would become a ghost town as people move to Texas.  And the Pacific would be left with high unemployment and lower tax revenues to match this brain drain.

It appears that you have a fatal misunderstanding of economics, cynyc.  I have heard your cries for heroin dispensaries in public libraries and will begin crafting legislation immediately.

By executive decree I hereby change the motto of the Pacific from "In Rocky We Trust" to "Radical Change Happens Everyday".  Thanks for your continued support.

Addiction Treatment and Literacy Act of 2015

1. All public libraries shall be equipped with Safe Injection Sites where opiate addicts may exchange needles and inject heroin.
2. Heroin will be provided by the Pacific Government to ensure equality in access to treatment regardless of a patient's income.
3. The Pacific Government shall begin growing opium to ensure that heroin production can be controlled by regulatory authorities.
4. Prohibitions on smoking of substances inside (including cigarettes) will not apply within Safe Injection Site rooms.  This is to ensure the safety of addicts.



Having presented this bill to the citizens, and receiving unanimously positive feedback, it is now time for me to sign this emergency legislation into law; x Ebowed.  The Pacific Constitution guarantees that no citizen shall be withheld the right to pursuit of happiness.  It is clear that adulterated, unregulated, and prohibitively expensive heroin is a dangerous situation for our region's addicts.  Today we have taken a small step forward in fixing this problem.

PUBLIC CONSULTATION

In moving forward with our emergency agenda, it has come to my attention that cetaceans are being held as prisoners and slave entertainers.

We will have legislation shortly to address the fundamental rights of all cetaceans.  In the mean time, I am curious as to what punishment you all think would be acceptable for those who have profited from the exploitation of these innocent victims?

Additionally, the voodoo economics preacher made reference to the price of homes being too high.  I agree that this a concern for all Pacificans who are stuck in the rental market.  Therefore we will also table legislation to restore the ownership of properties to the government to entirely socialize the housing system.

My Visit to Bakersfield



Well that was a blast!  Mayor Andrew Lloyd Herpes threatened to arrest me and anybody sympathetic to PA-MRC.  But when I arrived in Bakersfield, I was greeted with open arms as a liberator.

After a friendly town picnic of avocado sandwiches and vegan muffins (3 flavors!), we all shook hands and agreed to move forward, together, to advance the cause of the Pacific people as a united brotherhood.

We are all so grateful to the people of Bakersfield, and likewise they to us; for today, we have shown that the Pacific government can function once and for all.  It is with great pleasure that I have accepted re-appointment as CJO and sworn in for my next term.  Let us all work collectively to make the Pacific great once again!

Cetacean Rights Act of 2015

1. All cetaceans within the Pacific Region shall henceforth be protected as non-human persons, entitling them to the right to life, liberty, and the pursuit of happiness.
2. Owners of entertainment or other venues currently holding cetaceans imprisoned will have up to 12 months to comply with the stipulations of this act, immediately upon becoming law.
3. Persons found to be in violation of section 2 will be fined a maximum of $99,000 and/or imprisoned as a zoo exhibit for a maximum of 5 years.
4. Persons found to be in violation of section 1 (including mistreatment, intended harm, or murder of a cetacean, or involvement in smuggle or trade of cetacean-made products) will be fined a maximum of $148,500 and/or imprisoned as a zoo exhibit for a maximum of 7 years.
5. An exemption shall remain in place for Alaskan natives, subject to review in five years.
a. A community outreach program will be established to work with Alaskan natives to attempt to reduce and ultimately work towards a practicable conclusion to ending exploitative practices towards cetaceans.



Having been exposed to the plight of our exploited whales and dolphins has sickened us as a people.  Therefore, today, we establish the rights of all cetaceans in an effort to end the cruel and unjust practices of SeaWorld and other attractions as soon as is practicable.  We still have a longer journey ahead of us in protecting the creatures we share our Region and our planet with.  Today, we have made a small but significant step towards ensuring that the plight of the voiceless is no longer neglected.  I sign this bill into law, x Ebowed.

We are frightened and saddened to learn of a threat of right-wing anti-solidarity terrorism from rebels sympathetic to Governor Simfan.  We deplore these threats and we deplore all violence, for as a united movement for the People, we advocate a peaceful and tolerant society.  We are monitoring threats received closely while also hoping that our lawful election will provide the Pacific with the legislative council that it so desperately needs.

I mourn the arrest of Senator Turkisblau as an affront to our beloved People and their will.

In haste, I propose the following law, knowing that my time may be running out.

First Expansions to Mammal Protections Act of 2015

1. Non-human persons, those sentient beings with legal entitlements to life, liberty, and the pursuit of happiness, and freedom from exploitation, shall now be defined to include, in addition to all cetaceans, all types of elephants, rhinoceros, hippopotamus, manatees, dugongs, and apes (chimpanzees, bonobos, orangutans, gorillas).
2. Penalties for violating these rights shall be the same as Section 4 of Cetacean Rights Act of 2015.  In the instance of a non-human person being held in imprisonment in present circumstances, violators shall have six months to comply and must cease related trade immediately.



I sign this bill into law, x Ebowed.  We are working on negotations to rescue the only orca kept in captive isolation in North America from Marineland in Ontario, and we have a lot further work to do in our field of protecting the planet's threatened cetaceans.  Today we acknowledge an even greater burden but accept it with pride and enthusiasm.  I can only hope that the Pacific accomplishes more in the days ahead, and I hope that our Council elections will provide some clarity in this era of confusion.
