I wouldn't presume it to be the case amongst all white Presidents, particularly some back in the 1800's.

Also, Nixon used it, though not in public. It isn't too great a leap to think it wouldn't be used in some speech in a Southern town by a President like Jackson or Andrew Johnson.

From that excerpt, the NYT seems not to understand what he was saying. His point was about overt racism, the "N"-word was just the example he used.
