Four stars, a top ten president and the most underrated of them all. He was too trusting and failed to adequately respond to the Panic of 1873 but beyond that he was highly successful - no president in the century between the Civil War and the Civil Rights Movement did more for the rights of African Americans (15th Amendment, Department of Justice, wiping out the KKK, etc). He managed a successful foreign policy that improved relations with Great Britain, established our first national park, and pursued a Native American peace policy that, while not always successful, was considerably more progressive than that of his successors.

If he wasn't so useless in terms of stepping up and eliminating his cronies and the scandals that came as a result of his cronyism he would have been 4 at least.

He did a lot of good things:  destroyed the KKK for the most part, Civil Rights, relations with Britain, but error-ed in some ways as well: Panic of 1873, Reconstruction, the graft of his terms.  It equals out for me.

He was a great general but wasn't really personality wise right for the Executive job, but he wasn't all that bad either.
