I actually think Hillary would be well positioned to win Orange County against a number of Republicans, but not Rubio, who might have a particular appeal to Hispanics and Vietnamese voters. Vietnamese voters being rather similar in positioning to Cubans in their staunch anti-communism and their position as the only GOP-leaning subset of Asian-American voters.
That said, against the likes of Trump, Santorum, Huckabee, Cruz, or even Jeb, I think she would be well-positioned to win Orange County. The area is diversifying rapidly. Moreover, Hillary would be uniquely positioned to do well with the white voters--especially women--who, while highly Republican tend to have much more moderate views than the national party on social issues such as gay marriage, environmental issues, and abortion.
California is prone to Democratic waves in Presidential years and its normally GOP places like Orange County, the Inland Empire and San Diego where this can be seen the most.
