This was what the commission, which Castro was a part of, came up with to deal with the issues we had with counting votes in the April Assembly elections. IIRC, the issue in April was over different voting calculators giving different results. This should give one clear and final way to determine results. I'd be happy to also let CJO rpryor and Fmr. Speaker dkrol expand on the improvements from the prior system
