Meant well in many matters but kind of useless. McKinley tariff was horrendous garbage, waffled on the currency issue, failed to secure civil rights although he tried in vain, had a well-meaning but tragically flawed approach to the Natives (wounded Knee occurred under his tenure) and fought for vets.
