the purpose of this bill should be pretty obvious - it's meant to tackle some of the problems faced by individuals of non-standard gender or sex.

Support. I think this is geared toward hermaphroditism and so forth. I did a little reading on this, and evidently these surgeries are typically almost always unnecessary and of course they are involuntary. Now if surgery is necessary, it should be allowed, but it usually is not.

One thing with the amount of money to plug into clause 4, this probably wouldn't apply to that many people. So it needn't be high.

Per wiki, there are about 1.47 million LGBT Atlasians within our borders. Mental healthcare seems to cost about $2K per person on the higher end, so I'd assume a subsidy of at least $300M oversll.

300 million seems fine. Of course not all LGBT folks would require such support, and I suspect that the ones who do would be mainly younger, in school, etc.

One thing: When we get into clauses 6, 7, and 8, for instance, a lot of that is a person's biological gender. I don't necessarily object to it, but it could create complications. I would certainly support a transgender option, though.
