What's going on up there?  Don't blame Scott Walker (yet), this wasn't his idea.  And the Republican Atty General is against it:

"Under these measures, lawmakers would be able to draft bills in secret and hide their communications from the public. The changes would also apply to local government officials, including school board members.

No other state in the country would have similar statutes, according to the Legislative Reference Bureau, a nonpartisan agency that helps legislators draft laws.

The Joint Finance Committee passed it 12-4 on a party line vote. Republicans refused to say who initiated the measures and the reasoning for it."

Koch puppet Scott Walker may have supported this legislation only on the condition that it pass the state government. It looks like "Do it but don't get my name on it unless it wins'.

The Koch plan looks like an effort to transform America into a plutocratic dictatorship a few states at a time.

LOL, the Koch's are libertarians. I'm pretty sure they're just using the Northern Wallace to let the real nominee know what kind of fiscal policy they would take kindly to. They're not gonna back a Lunatic like him no more.
