Koch puppet Scott Walker may have supported this legislation only on the condition that it pass the state government. It looks like "Do it but don't get my name on it unless it wins'.

The Koch plan looks like an effort to transform America into a plutocratic dictatorship a few states at a time. 

LOL, the Koch's are libertarians. I'm pretty sure they're just using the Northern Wallace to let the real nominee know what kind of fiscal policy they would take kindly to. They're not gonna back a Lunatic like him no more.
