I personally don't believe that religious views trump public health and safety. This anti-vaccination nonsense has caused the first significant measles outbreaks in decades.

We are giving too much leeway for personal objections and that includes religious one.

Sorry but this language is a nightmare. "Medical purposes"? What does this even mean?

My suggestion would be this, with the final sentence should read... "The amendments to regional laws should make clear that the only exceptions provided for should be those on medical grounds. Where a doctor has certified that a specific mandatory vaccination would lead to serious negative physical and medical outcomes." or something along those lines.
