could this be an indication that we'll be staying at near-zero interest rates over the short- and early-medium term?

No. She said so herself. Rates will go up in the fall.

My prediction is that the rate will be hiked to 0.5% in November or so, then it will be hiked again to 0.75% in the late fall 2016, before we will see one or two more hikes in 2017.

The economy is doing fairly well, but there are still many people still unable to find work or hours remain at part time levels, so employers can get around obamacare.

But interest rates are still going up due to the increase, not in productivety but in purchasing. Due to the winter sales.

Now, in 2015, after winter, in 2015, economy shrank, hopefully in 2016, which the economy now has leveled off from, it grows again.
