We're not doing partisan registration, are we? That's an Americanism that makes no sense in this context. Personally I also strongly dislike the name "Registrar General".

The most natural title, I think, would be Electoral Commissioner.

I don't think there's any need to keep a list of parties. That's for individual parties to choose.

As for the rest, people are using their own names and there aren't any regions.
