This bill does do precisely nothing, but I suppose that's better than something actively harmful, like setting up a legally binding wiki position.

I've tried personally and seen for myself so many attempts to legislate wiki updates.  I've come to the conclusion that it never really works.  The only way to keep the wiki updated is to have an actively engaged set of officeholders and other participants working together through combined efforts.
