What did he do to get banned exactly?

None of this has actually been explained here, it's all a bit bizarre, I know.

Tweed cajoled BK-- whose post you can read to understand the uncertainty (to put it delicately) of his personal condition, which Tweed was abundantly aware of-- into giving him his password for obscure "safety reasons" and proceeded to save whole swathes of the Moderator board before posting them onto another website and "leaking" that website to the Other Site. That is why he has been banned.

Has always been too pompous for my taste so my opinion of him is not too good.

That said, he doesn't deserve to be called "scum of the earth" while BK basically gets a free pass for what he did because of his mental issues. Tweed seems at least as mentally unstable so perhaps his actions should be judgded in a similarly lenient fasion. The ban for both posters is clearly warranted, though.
