Ok so now Biden says he will decide by either late August or early September, why doesn't he just come out and say he is running or isn't running? Why is he biding his time.

For the 2004 election, he was Biden his time too. Although the decision to not run was made a little earlier; August 11.

I think he wants to gauge what the public's mood will be to a Biden campaign. If Hillary is doing well and looks set to grab the nomination, a Biden campaign would no the Democrats absolutely no favors.
Consider the following scenario:
Biden joins the race and gets blown out of the water by Clinton. What that will signify to the general electorate is that the Democrats have rejected the Obama administration, and all the work the Democrats have done over the last two terms. This would also damage Clinton in the general election.

Its a smart move on Joe Biden's part, which is something people don't usually associate with the VP.

My guess is he's leaning against a run, but waiting to see if Hillary is vulnerable.

He's also slightly more relevant as a potential presidential candidate.

Because he wants to see if by the fall, Hillary has made any massive mistakes. Also if he enters the fall he can possibly ride a wave of momentum that's crucial in the fall for the winter primaries.

Of all the Democrats, I like Biden the best. 

The Democratic Party, however, is "all in" with HRC.  It would be disastrous for HRC's candidacy to implode at this point; she'll be propped up one way or another.

Myself, I think that may be a tad premature. Hillary's downward spiral may not have yet completed its trajectory, e.g., say if Hillary is indicted somewhere over the email thing. So many possibilities ... but yes, so little time really as well. But I would not totally exclude two or three months being enough time.

Biden will only run if Hillary is weak. But he will do so to help Hillary, not to actually win.

If Sanders looks like a real threat, Biden will come in to split the anti-Hillary vote and ensure that neo-liberals continue to control the party.

I don't know if you're being sarcastic, but Vince Foster committed suicide, he wasn't killed.

Well, Sanders is also looking like a more electable Democrat. If someone's net favorables in Iowa and NH are around -20, they're probably not that electable.

I believe he is waiting to see if Hillary has any additional bombshells with her e-mail server or if she continues to dive in the polls.  If she does, he'll jump in and be the immediate favorite for the nomination.  It would be similar to Lautenberg replacing Torricelli in the NJ Senate Race in 2002.
