Milan Nedic head of the collaboratorist "Government of National Salvation" in Serbia during World War II that operated from August 1941 to October 1944 is about to become rehabilitated.

While he seems like a well-meaning man who decided to collaborate in order to soften his country's suffering under the occupation, there was still a very clear line during the war against collaborating with the Nazis. Intentions doesn't change it (especially since he had no real effect on the situation).

Oh c'mon. At the time he probably thought German victory was inevitable (as did many other serious people). History is grey and he did the right thing under the circumstances. He didn't have a crystal ball to look in the future and see that Germany would be defeated.

If you live in a minor country like that and aren't a communist or Jew/ethnic minority is makes sense to join the winning side and secure your place in the New Order while you still can.

If your country are occupied it's the job of any responsible politicians to do his/her best to limit the suffering of ones states citizens/inhabitants, whether this are best served with collaboration, violent or peaceful struggle is always something of a guess, and the people who guess right are usual remembered well in the history books (like Konrad Adenauer), while the people who guess wrong tend to be forgotten if they're lucky or a getting a imfamous place in the history books.

Of course sometimes it's hard to see the difference between people who try to spare their country and opportunist, who use the opportunity to gain power, other times it's clear.

As example Erik Scavenius is in general controversial person, but few doubt that he did what he found necessary to spare Denmark from a more painful occupation, and didn't use it as a opportunity to push any kind of domestic agenda through. While Vidkun Quisling in Norway... well we all know how that man is seen.

But there's also people like Petain who both wanted to push his agenda through (a very ugly agenda), but also seem to have wanted to spare France a more painful occupation.
