I seem to be having a rather hard time finding data for specific ethnicities (e.g. Chinese, Pakistani, etc.) when it comes to the racial makeup of congressional districts; is there any way to get this? Asian is a pretty broad category, and not particularly helpful when trying to find data, for example.

Use the American FactFinder on the Census Bureau web site.

On the initial page, "Data" tab, "Data Tools and Apps", "American Factfinder"

Select "Advanced Features" and "Show Me All"

Select "Topics", "People", "Origins", "Race or Ethnic Group"

Select "Topics", "Year", "2010" and "Topics" "Data Set", "2010 SF1 100%"

OR

Select "Topics", "Year", "2013" and "Topics" "Data Set", "2013 ACS 5-Year Estimates"

Note, if you use the Census you will be limited to the old districts (111th Congress 2009-2011), but you will be able to get data for smaller groups (eg Bhutanese), and it will be unsampled data (when someone says they are Asian, Pacific Islander, American Native, or Hispanic, they are also asked for a subflavor).   If they are White or Black, they can only indicate an ancestry (it all evens out since Asians can't have Chinese ancestry).

The ACS is sampled data.  It is somewhat more current, but is time smeared.  The latest data released is 2009-2013 (midpoint July 2011), so about a year more current than the census.  As the decade progresses, the gap will widen.  You can also use the 3-year ACS (but it has been discontinued), or the 1-year ACS.  More current, but the margin of error is increased.  The 1-year ACS will give estimates  for areas as large as a congressional district, but not for smaller entities.

Under "Geography" click on radio button for all Geographic Data Types, then select "Congressional Districts".  You could then select specific ones, but it is just as easy to select all in the United States.

You will have a long list of possible table that match your filters (2013, 5-year ACS, Racial or Ethnic, Congressional Districts).

The quickest way to get what you want is probably to enter something like "Chinese" in the search box.  "Chinese" is not a table, but is a row in a table.   Select B02006.  Note the "i" for information button at the far right will show what rows are in each table.

Click on "View".  You can also click on Download, but with View, you can make sure it is the data that you want, and do Download from the View page.  You can also select Create a Map.  When you are asked to select a data item, you don't click on "Bangladeshi" but on the number of Bangladeshi in some congressional district.

If you are wanting to calculate percentages, you will want to also get total population.  You will have to get that separately and then merger the two.  Since congressional districts are roughly the same size, I've skipped that step.

CDs with more than 70,000 Asians (roughly 10%).  CA-17 in San Jose and HI-1 Honolulu must be majority Asian or very close.

The "other" group in the two Indiana districts appears to be Burmese.  As we all know, Fort Wayne has a major concentration of Burmese.

I'm not sure about KY-2.  It has a fairly small total Asian population, but it is quite evenly distributed among Indians, Cambodians, Chinese, Filipino, Japanese, Koreans, Vietnamese, and Burmese.

The Burmese would be included with the "Other Asian", along with Mongolian, Bhutanese, Maldivians, Singaoporean, Iwo Jiman, Nepalese, and Okinawans.

If Asian and other race persons are included, the numbers of Korean, Japanese, and Filipino increase significantly, suggesting that Fort Knox is connected.

So I guess Hudson is unusual in the area in that respect.

Hudson is indeed exceptional (in this regard).

In NYC, there are around 55,000 with about 60% of those in Queens, and another 5,000 on Long Island outside the city.

Larger counties outside NYC such as Erie (Buffalo), Monroe (Rochester), Onondaga (Syracuse), and Albany (Albany) number in the few hundreds each.  But Columbia fits right in with this group despite a much smaller population.  In 2010, all but 2 Columbian Bangladeshi weere Hudsonians.

There are smaller numbers, around 100 in other Hudson Valley counties such as Rensselaer, Ulster, and Dutchess.

On American FactFinder.

Select:

Year 2010
Data Set Census SF1 10%

You will have a huge list of tables.
Search for "Bangladeshi"
This will reduce the list to several having to do with Asian by source.  Click on all of them.

Then go to Geography.  Be sure to select all geographic types.

You can choose Place or County or County Subdivision or Census Tract.  But the two census tracts in Hudson don't correspond to anything useful.

There is some indication that some persons identified as both Indian and Bangladeshi (or perhaps Bengali).  Under Asian there is a check box for Asian Indian, Chinese, Japanese, etc., and a space to write in.

There are 3 tables:

(1) Asian alone and one origin alone.
(2) Asian alone and one or more origins.
(3) Asian + other race and one or more origin.

(3) Could include mixed race offspring, or persons who identified as multiracial.  I suspect some South Asians don't necessarily think of themselves as being Asian.  In the US, "Asian" has conventionally meant Chinese or Japanese, and "Indian" was something else.  This is opposite of the British convention that someone from the subcontinent is "Asian" and "Chinese" are something else.

Anyhow, under (1) there are 242 Bangladeshi and 115 Asian Indian in Hudson.  Under category (2) there are 256 Bangladeshi and 129 Asian Indian.  For all other origins (eg Japanese, etc.) the numbers are the same.   So we can conclude that 14 persons said they were Asian, and checked the Asian Indian box and then wrote in either "Bangladeshi" or "Bengali" or perhaps some abbreviation.

It is conceivable that some persons are Bengali-speaking Muslims from Kolkata, rather from Bengali-speaking Muslims from Dhaka.

Bangladeshi are vey concentrated in Hudson.  Other groups are more mixed, or the reverse.

I did a little bit of checking on language, which requires using the ACS.  For 2009-2013:

They only provide a breakout for Hindi, Urdu, and Gujarati, but presumably the "Other Indic" is Bengali.  The MOE for these groups are really huge, but clearly Bengali is at least on par with Spanish as a language spoken at home (I assume that people at the Hudson Correction Institute are included in this question.  If so, they might be included as speaking Spanish at home).

It is interesting that the Chinese areas are somewhat residual, as they are being superseded by Indians, except in NYC and the SF Bay area.

It looks like Chinese are the more prominent group in 'older' cities, like the ones you mentioned, and LA, Chicago, Boston, and Philly. Indians seemed to have skipped settling in the core city (other than Queens), and have straight went for the suburbs.
