Keystone Phil must have some sort of a blackmail on some of the other islanders if Ilikeverin is going out before him.

There have been at least two rounds where Keystone has narrowly escaped expulsion from the island.  I think these things tend to fizzle for a while after they fail a couple of times.  People give up and move on to someone else.
