Nay.

I contend that the Pacific Region simply needs to re-evaluate its method of legislating.  I have argued for years that the elected legislators would lead to periods of prolonged inactivity and instability.  Prior to this, the Pacific had a citizen's legislature, run by the Governor, and open to all residents.  This inspired active and continued debate surrounding the Pacific's internal affairs and it was able to withstand fluctuations in the active membership of the region.

AYE, tentatively. I'm not completely convinced of the necessity of this project, but several senators seem eager to try, and as such I'm willing to give it the benefit of the doubt.
