According to the movie (and maybe book) Primary Colors, Bill Clinton through his cell phone out of the car.  I don't know if that was literally taken from an actual incident, but Bill Clinton's 'blow ups' were well known.  As Stephanopolous said "anybody who remained on his staff learned to ignore them."

Throwing a cell phone out of a car is a lot stupider than throwing out a useless CD, yet Bill Clinton mostly handled foreign policy quite well.
