Kramer and Dempsey Announce New Bowl System
Saturday March 3, 1997

OVERLAND PARK, KS - At a Press Conference at NCAA Headquarters, NCAA Executive Director Cedric Dempsey and SEC Commissioner Roy Kramer announced the creation of the "Bowl Championship Tournament" to replace the Bowl Alliance. Said Dempsey, "The NCAA, along with all their conferences, are excited to determine the College Football Champion in this new way. We are exceptionally grateful for Commissioner Kramer and his work." Kramer explained the rules as such, "There will be seven bowl games held as part of the Tournament each year. All other bowls will go on as normal. The first round of the Tournament will be held at the following bowls: Orange Bowl, Sugar Bowl, Cotton Bowl, Gator Bowl. These games will be played in by the first eight teams. The semifinal games will be held at the following bowls: Rose Bowl and Sun Bowl. The Championship Bowl will rotate each season across the country. Eight teams will play in the tournament. Five will be allotted for the Champions of the following conferences: Pacific-10, Southeastern, Atlantic Coast,  Big 10, and Big 12. The highest ranked non-big five committee champion or independent will also get a spot. The last two teams in the rankings will get the final spots. The BCT rankings will be created using a computer formula, which will incorporate computer polls, ranking polls, statistics, and strength of schedule. The games will be determined by a committee appointed by the NCAA. That is all, thank you." We look forward to see how well this works.
