Hale Boggs is not killed in a plane crash? There are three possibilities:

1) when Carl Albert retires in 1976, Boggs is speaker and O'Neill is elected as Majority Leader. Boggs, who was actually 14 months younger, stays on for a while and O'Neill doesn't get much higher than majority leader (or maybe is a speaker at an old age for a term or two).

2) he stays on the Rules committee and becomes chair of the committee in 1983 when Richard Bolling retires.

3) sick of being stuck behind in seniority, he retires in the late 70s (similar to someone like Phil Landrum or Paul Rogers).
