I would like to inform the House of proposals that I have been developing for making the period of Question Time even more entertaining and effective than it has already proved to be.

It is my intention to host an hour-long real-time session of Question Time on an IRC once a week for a particular Minister.  During this hour, the rules will function in the same way except, of course, it will be under the added pressure of real-time response.

I will establish a schedule of rotation between Ministers after consulting with the Prime Minister.  I will also consult with the Government and opposition parties, and in particular the Prime Minister and the Leader of the Opposition, on arranging which Honorable Members will participate on a given week, and the order in which they will ask their questions. 

I thank the House.

I would like to inform Honorable Members that I have written to the Honorable Cris, Speaker of the Senate of the Republic of Atlasia, and invited him to address the Senate on the topic of inter-parliamentary exchange and the growing relationship between our two legislative bodies as well as our two nations in general.

I further inform the House that Speaker Cris has extended a similar invitation to me to represent the House before the Senate of Atlasia. 

Once a date has been confirmed for the event, I will update Honorable Members.

First of all, I'd like to thank Speaker Barnes and all the honorable members of the Parliament of South America for this invitation. Speaker Barnes is a very nice person and I'm sure that with people like Barnes at the top of our governments, we'll be able to do great things for our nations and for relationship between our nations.

It's not a mystery that there are anti-Atlasians sentiments in South America, as there are anti-South American sentiments in Atlasia. But we can change that via starting a new process, that'll be the focus of my speech.

My speech will be centered on two milestones. First, let our games peacefully coexist. Second, establish good diplomatic relationship between our two countries.

Yes, honorable members, let our games peacefully coexists. That means Atlasia should let you to play your game and South America should let us to play our game.
I have a lot of respect toward your game. It's a different game than Atlasia. A different territory, a different government, different elections, different traditions. And I think that it's not a bad thing. Having different games on which people can play it's not a bad thing.
South America it's a different game than Atlasia, but this doesn't mean that people can't play in both games. There are already a lot of people playing both games. I think we should let this tradition of having people playing both games forward. So Atlasia will not approve any laws that impose Atlasians to not play here in South America. And I really hope that the Parliament I'm addressing today will do the same thing.
To me, letting our games peacefully coexists means to stay within our borders and not annexing bordering countries risking to provoke conflict. Some people in my country are proposing it, but I already stated my opposition to this project and I'm ready to do it again here.

We are two different countries and I think we should establish diplomatic relationship as two normal countries. I'm in favour of establish diplomatic relationship between Atlasia and South America and I can assure to you that I, as the other Senators, will push for that but all the federal government will be involved in this process.

Really, there isn't valid reason why both nations can't exist in peace and harmony, and establish good diplomatic relationship with one another. Maybe some of you, as some Atlasians, are skeptics about the necessity of having diplomatic relationship, but I think it would be an historic event.
In Atlasia, we leave the Secretary of External Affairs to handle with foreign politics, including relationships with the other countries. But it's all almost invented.
Now, both our countries can handle foreign politics with an existing, a playable country. This is an historic possibility and we should seize the opportunities of this situation.

The Senate of Atlasia is looking forward to establish an inter-parliamentary exchange and to grow relationship between our two legislative bodies and our two nations.
It's like a wall to be built. My visit and my address are a small brick and the visit and address of Speaker Barnes to the Atlasian Senate will be another small brick. Let's build this wall together.

I applaud the speech of the Speaker of the Atlasian Senate, and echo his call for an amiable, productive, and harmonious relationship between South America and Atlasia. It is my sincere hope that his address will have served to deepen the ties linking our two nations.

The Official Opposition thanks Speaker Cris for his phenomenal speech, and is keen to remind that the Socialist Party is united with many forces in South America as well as Atlasia on this issue of a mutual, amicable cooperation between our two nations.

Mr. Speaker.

The grave crisis tonight in our capital is one of the utmost importance; at this very moment, our cabinet is meeting to decide a course of action to take. I, not being a member of the government, do not have a voice in the key decision making process. But I must speak on this matter.

The protesters tonight who have laid siege to our capital are nothing short of cowards and thieves who seek to shut down the motor of our government in order to achieve their demands. I urge the government to respond to these collectivist cowards with force. By interfering with the private enterprises, they effect the public at large. By holding our own parliament hostage, they hold all of the continent hostage.

Bolivia entered into our confederation by choice; now, Bolivia's President has a choice. Act, or we shall act for them. I have the utmost confidence in the Prime Minister and this government's ability to halt further interruptions to daily life. And should the Prime Minister refuse to act, or give in to the insane demands of these cowards, let it be known that the Pioneers will stand for true economic liberty and responsible government to the bitter end.

The Pioneers chose such a name for our party for a reason. We are pioneering together a new future for our continent. What good would it be if we turned our back towards the radicals and terrorists who had for decades plagued our continent? What good would it be if we acquiesced to the demands of angry students at such a critical junction for our continent? This is our time, Mr. Speaker! This is a watershed moment in the history of our continent, and I'll be damned if I watch the malaise of the 20th century repeat itself at a time when the phoenix of our confederation should be rising!

Mr. Speaker,

the honourable gentleman speaking before me is right with one thing: this is one occurence of the utmost importance. But, in the name of the Official Opposition, I can but disagree with him on nearly everything else he said.

What is going on in Cochabamba, is not the work of, and I quote, "cowards and thieves". The people out there are using their human rights to protest what in their eyes is wrong, is not working. They are the sovereign of our nation, not a number of sheltered gentlemen sitting today in this room. We should be listening carefully what they have to say, not shoot them down as the honourable gentleman has suggested.

I am not saying that one side will get out of this with all its demands and hopes fulfilled. Politics is the art of the possible, the art of compromising, and this is what our government should do. I call upon the Prime Minister to be a true servant to the people, the job he was elected to, go out there, and speak to the people. Speak to them and listen to them! Invite them to the negotiation table, find a compromise, and let the world know, that in South America, we solve our problems in a peaceful, considerate way. We are a democracy, not a dictatorship. Go on, show that your government is truly one worth of a democracy, not a dictatorship, Mr. Prime Minister.
