Mr. Speaker,

The honorable member's argument fails to take into account that the parties were elected on their merits at the time of the election; there is no reason to assume that the voters intended to give party leaderships carte blanche authority until the next election. The parties that are represented in Parliament should be as similar as possible to those elected by the people. If, for example, for some reason the Socialists decided to join the Social Liberals and their members were given high spots on the Social Liberal list, would that be the same Social Liberal party that through its member's work and its promises to the voters earned seats in Parliament? Of course not. I think it'd be quite a leap for us to assume that voters are voting for anything beyond the lists presented to them.
