Is there any rule that states that the Speaker must be an MP?

Oh look: Atlasian-style legalism. It doesn't take long does it? But implicitly the chair of any assembly or group is a member of that assembly or group.

While we have many issues with this government and are proud to oppose it, this document sets out a sensible and workable set of rules and we expect to be able to support its passage through this House.

The right to protest is a fundamental one. If this government caves into pressure from reactionary elements and uses force against the demonstrators then it will be a black day for democracy, for civil society and for the rule of law.
