If ONE person wants to leave the USA, they only have to worry about their ONE opinion on it. If Texas decided to secede and, say, the majority of Texans supported secession, there would still be a minority who didn't. And anyhow, to make secession legal would signal that the government doesn't have confidence in itself to resolve disputes with the states without resorting to secession.

NO, states do not deserve the right to secede. No question.
