Actually you're right - it should only be 7.  The law states that initiatives need 'one fifth' of the people's approval to gain ballot access.  There are 37 people in the Mideast, so one fifth is 7.4, which is obviously closer to 7 than 8.

BTW, I didn't sign this myself, I only recognized it as being a petition.  Although it doesn't say anywhere that I shouldn't, I try not to sign initiatives while serving as governor.  It seems like a conflict of duties, or something similarly melodramatic.

In any case, this initiative now has sufficent support to gain ballot access, and will be voted on the weekend of June 17-19.
