Both are horrible human beings and terribly corrupt. I'd say Menendez is slightly less bad in terms of policy though, so him.

Cuomo. Menendez's tenure on the Senate Committee on Foreign Relations was possibly the most counter-productive, partial, and even destructive in the past 25 years.

Pretty clearly Cuomo. The amount of damage he's able to do is confined t9 just one state, Menendez's position on the Senate Foreign Relations Committee allows him to apply his all over the world.
