As my honourable friend Cassius explains we're at the difficult stage of trying to unify a complex set of laws and regulations from over 12 different nations. One of my departments main priorities will be healthcare and ensuring that their is a sufficient safety net in place to prevent these awful abuses from happening in the first place. In this case it appears that the abusive behavior from the step-father had been reported in 2014 but no further actions had taken place.
My personal view is that a woman should have a right to an abortion and it should be 'safe, legal and rare. Obviously the political situation is much more complex than that-in Paraguay 89% of the population are Catholic and the church and local authorities have settled to only allow abortion in cases of danger to the mothers life. However forcing an 11 year old girl to give birth after being raped by her step-father is simply dangerous
