It depends on the kind of issue being discussed, but I would set France as the most liberal and say that it is a draw between the UK and Germany.

It's beyond obvious to anyone with at least a basic understanding of, well, anything what the answer to that question is.

Anyone saying anything other than Italy should just bury himself ten feet in the ground for their answer.

France is an odd bird in that objectively it seems like a liberal place, until you remember that sexual libertinism, secularism and intellectualism are its traditions and that they defend them strongly and often in racist, xenophobic ways.

By that logic it is hard to find any liberal place. The political climate in any country tends to evolve slowly, no matter if it is a more socially conservative or more socially liberal country.

This.

The UK is the most liberal (European, not American) country in Europe, both socially and economically.
Economically, maybe, in a European sense. But socially, the Nordic countries (especially Sweden and Denmark; Norway and Finland less so), the Netherlands, and Belgium are more liberal.

It's hard to make the comparison, they're different cultures with focus on different things. As example Germany may see much more conservative than example France, but at the same time Germany has a much stronger green movements and their labour market and agricultural sector are decades ahead of France. UK have a political and to lesser degree a judicial system  who look positive medieval when looking at it from the outside, at same time they're on the forefront in becoming a tertiary economy.

But when looking at it from my experiences, I would say Italy is the most conservative country of these four, when I have visited Italy it have seemed a decade behind times, even compared to their eastern neighbours like Croatia and Slovenia. It general seem like a country which are trapped in the past, and not in the sense of nostalgia, but more like a business, which don't adopt new technology and keep using old methods.
