FP, would at least send a clear signal of what is socially acceptable, which often changes social norms along the way (though not always).

Laws with inherently vague standards attached to them are not good ways to send a clear signal.

The standards aren't vague. Any woman can tell the difference between actual compliments and harassment.

Even acknowledging a woman's infallible capacity for categorization of communications, can a man also tell this difference?

Even if he can't tell the difference on his own, he could ask a woman what is OK and what isn't.

Yeah, I'm sure women all have exactly the same opinion on these things.

My wife and my mother disagree. I'm confused.

but apparently a vile racist, as this proposal would do zero to address the structural causes of women being treated like chattel while increasing the power of the racist criminal justice system

HP - Any policy that it's own proponent admits is unenforceable is automatically an HP.

I highly doubt you have any knowledge of the Dutch criminal justice system.

My assumption was that the proposal in question wasn't specifically for the Dutch, but you would apply it within your own context. Nevertheless, it's still a stupid as sh!t policy.

I think the signalling value might be useful. Then again, it seems like this should be possible within the framework of sexual harassment law.

Laws do not have to be enforceable, they can be guidelines for norms, and what is expected in society. An un-enforcable law, should be followed as much as an enforceable one. I support this rule, people have the right not be harassed in the streets.
