- exercising a compelling charm that inspires devotion in others.

Hitler
Mohammed

I think that's probably the top...but maybe the willingness to murder for the person is playing too much a part in my thinking.  Murdering for someone shows a lot of devotion...but probably not as much as suicide, so Mo tops Hitler I guess.  And Mo has people doing it for him a thousand plus years later, Hitler fans are asshats, no doubt, but I don't think they kill themselves in his name very often.

Would Jesus count as a political leader?

There's plenty of leaders who inspired others to fight and die for them, not just Mohammed.

There is a strong big country bias here. Some Polynesian chief in the 12th century or tribal leader in Africa could easily have been more charismatic than these well known world leaders. Basically this factor makes it impossible to tell.

( as well as a general lack of sources regarding something as intangible as charisma)

You sure you finished reading that?  You noticed the "suicide" part right?  Fighting, even in a lost cause, even if it means certain death is still different than walking on to a bus with a bomb in your backpack.

Thank you, however, as remarkable and gifted a statesman as Mitt obviously is, a born leader, and pillar of inspiration to all, even I do not place Mitt amongst the most charismatic leaders in history.

But, nevertheless, thank you for your very thoughtful and  astute input and for your exceptional observation.

I believe that Winston Churchill ranks amongst the most charismatic figures in history.

He rallied a nation behind him to meet head on what appeared at the time to be almost insurmountable odds against the Nazi menace sweeping Europe, saving Britain from the enslavement of Nazi tyranny.

No idea if someone pointed this out, but modern means of communication have existed for only so long. Moreover, I think it'd be safe to assume people in different time periods might react differently to certain types of speaking styles--the few that would hear these people speak. It's not as if addresses by George Washington or Julius Ceasar were seen by crowds of millions and heard across the nation on radios and television sets. One need not be charismatic back then like today, and vice versa. And given the disconnect in action between certain classes, charisma might mean only needing to convince a few close friends to mobilize their property. And of course, one need not write their own addresses.

I consider Margaret Thatcher to be a very charismatic politician.

She led the Conservative Party to power through three successive election victories, changing the face of Britain significantly for a generation.

There were times during the American Revolution where the only thing keeping the Continental Army together was the force of Washington's personality, so I think he qualifies.

I would also include Julius and Augustus Caesar, Alexander the Great, Robert E. Lee, Napoleon, and anyone who has started a major religion.
