The August 2015 Parliamentary Election was conducted over the weekend of August 14-16, 2015 to elect the 1st Parliament of South America. Members of the Conservative Party, led by MPP Potus2036, won a large plurality in the chamber and thereby gained the right to form the first Government of South America.

The election was called by an act of the Provisional Parliament and conducted under the regulations set forth in the Elections Act, which established a party list voting system. In all, seven parties contested the election: of these, five parties - the Conservatives, the Socialists, the Social Liberals, the Workers' Party, and the Pioneers - ultimately won seats in the election, while two others - the Whigs and the Free Alliance - failed to elect any of their candidates. Though polling had showed the Conservatives and the Socialists essentially tied in the days leading up to the election, public perception that MPP Potus was the best suited of the Prime Ministerial candidates to establish the conventions of the new national government allowed his party to outpoll his nearest competitors by over 10% in the popular vote.

Potus was appointed the first Prime Minister of South America by President Hashemite on August 18.

HISTORY

The first national parliamentary election in August of 2015 saw the Conservative Party win a large plurality in Parliament, winning eight of the chamber's 21 seats compared to five for the opposition Socialist Party. Accordingly, Interim President Hashemite asked Potus2036, the Conservative's parliamentary leader, to form the first government: after negotiating a coalition with the Social Liberals, Potus was named Prime Minister on 18 August and announced his cabinet the following day.

The September 2015 Presidential Election was conducted by the 1st Parliament to elect the successor to incumbent Interim President Hashemite, who had served as South America's head of state since his selection by the Provisional Parliament the month before. Prime Minister Potus2036, a member of the Conservative Party, nominated fellow Conservative HagridOfTheDeep for the position, offering Hashemite the newly-created position of State Justice. Hagrid was opposed by MP TNF of the Workers' Party, who promised that, if elected, he would promptly resign. The opposition Socialist Party did not field a candidate in the election.

Results of the first ballot showed Hagrid with 15 votes and TNF with three (three members did not vote), the Socialist MPs having determined to back the Conservative candidate despite their reservations with the Potus Ministry. Under the newly adopted Constitution of South America, the vote of two-thirds of the sitting MPs was needed to elect the president; having surpassed this threshold by exactly one vote, Hagrid was accordingly declared president on 11 September.

Following the election, Hagrid resigned his membership with the Conservative party, stating his desire to be a non-partisan president who would represent all South Americans.

The September 2015 Judicial Election was conducted by the 1st Parliament to appoint the first State Justice of South America. Prime Minister Potus2036 nominated Interim President Hashemite for the position to the dismay of former MPP Afleitch, who had been among the strongest voices for an independent judiciary and who had expressed interest in the office.

At the conclusion of the first ballot, the Speaker of Parliament reported that Hashemite had received a total of 12 votes, while a single MP - Sanchez of the Pioneers - voted for former MPP Leinad (three MPs cast blank ballots and four did not vote). Hashemite was accordingly installed as the State Justice on 11 August.

Also, both are good guys, but Hagrid deserves better than Serra. Maybe Aecio. Either way we plan on putting him in fancy dress.

The November 2015 Parliamentary Election was held from Thursday, 4 November to Saturday, 7 November to elect the 2nd Parliament of South America. As a result of the balloting, the Conservative Party of incumbent Prime Minister Potus strengthened its plurality in the national legislature, giving it the right to form the second government of the South America.

In accordance with the Constitution of South America, President Hagrid Of The Deep dissolved the 1st  Parliament on 29 October and called for new elections to be held the following week. Four parties - the Conservatives, their coalition partners the Social Liberals, the opposition Socialists, and the Workers' Party - submitted party lists to the Registrar General and thus qualified to appear on the ballot. The small number of parties was in contrast to the previous election, in which five parties won seats in Parliament and a number of others contest the election unsuccessfully.

By the time the polls closed in the earl hours of 7 November, it was clear that the Conservatives had won the election in a landslide. With all the votes in, the parties in the government had a combined total of more than 70% of the vote, despite the efforts of the Socialists to cast the government as inactive and unresponsive to the needs of most South Americans.

As a result of the election, Conservative Party leader Potus was asked to form a government on behalf of President Hagrid. Having won enough seats to do so without need for a coalition, Potus announced the formation of a minority government on 11 November, while his old coalition partners - the Social Liberals - replaced the Socialists as the official opposition.

HISTORY

Despite the criticisms of the opposition Socialists, the Conservative Party of incumbent Prime Minister Potus won a large victory in the November 2015 elections, increasing the size of its caucus from eight seats to ten. This allowed the party to form the nation's first minority government, replacing the coalition that had governed since August. With the Social Liberals now out of the government, Potus named a new cabinet which took office on 11 November.

Following an abrupt drop in activity during the last days of 2015, the Potus Ministry - and the South American State along with it - effectively collapsed in the early weeks of 2016.

The December 2015 presidential election was conducted by a special session of the 2nd Parliament to elect the next President of South America. While the term of the previous president - Hagrid Of The Deep - had ended on 10 December, Parliamentary leaders did not move to elect a successor until 16 December, when pressure from Opposition leaders brought the issue to public attention. During the intervening days, the Speaker of Parliament occupied the office as Acting President.

Balloting
In accordance with Article II, Section 3(b) of the Constitution, the Speaker of Parliament convened a special session of Parliament to elect the president on 16 December. Opposition parties quickly united behind the candidacy of MP Talleyrand, the Leader of the Official Opposition and a former Deputy Prime Minister. No candidate for the government had been nominated by the time the Speaker closed the floor to nominations on 17 December. Talleyrand was accordingly elected president on the first ballot, with 16 votes to 1 for write-in candidate Bacon King (two MPs abstained in the balloting and two did not vote).

Constitutional Controversy
On 10 September 2015, the 1st Parliament had elected Hagrid Of The Deep - a political Independent affiliated with the Conservative Party - as the first President of South America. Under the provisions of the recently-adopted Constitution, Hagrid's term was to last three months from the date of his election (until 10 December 2015), at which point Parliament was to convene to elect his successor.

Controversy arose when, on the day Hagrid was due to vacate his office, Parliament had neither chosen a new president nor moved to elect one. The situation went unacknowledged by Parliamentary leaders until 15 December, when public outcry and the indignant protests of Opposition figures in Parliament led the Speaker of Parliament, Simfan, to announce plans to call a special session of Parliament following the end of the scheduled holiday recess. In the mean time, Simfan was to continue as Acting President. This response led to further protests in and out of Parliament, with Opposition leaders threatening to call for a vote of no-confidense, causing the Speaker to convene the special session on 16 December.
