Can an officeholder be impeached for dereliction of duty?

This came up to an extent in July. Of course none of those impeachments were completed thanks to deregistrations, so we still have not successfully impeached anyone for anything in this game.

Senators have been expelled for dereliction of duty, though.


My best guess is that you can, simply for no other reason than the use of impeachment as part of the Expectations Amendment, implies impeachment can be a tool to enforce officeholder competence and activity.
