"FedEx, a freaking shipping company, tracks movement of its objects. Why would anyone oppose the government doing the same to immigrants?" Is what he's basically saying. It's a metaphorical analogy, not a literal one.

He's rambling ideas. I hate it when we read what he says and then we assume he thinks the same of them as FedEx packages, as if it is causation.
