The guy is a joke but looking at the context, his answer does not appear to merit that much derision. He didn't say that "building a wall is a legitimate issue" but that border security is a legitimate issue in the north as well.

I think this is right, but the fact that it took a whole day of this being in the news before his campaign issued any clarification is a sign of severe incompetence.
