You know who I'm talking about... people that use them as a pause when a period could be used... it's really annoying.

It's mostly used here, correctly and annoyingly, to suggests that what the poster wants to post, they cannot without getting infracted, in lieu of words you get " ... ". Grumps returned for a cameo appearance from his relocated lair, and sent one of those my way just the other day. Tongue
